Control Plane for OrderCore

This is the first real GUI shell for the product. It keeps secrets in the browser session instead of email, exposes the existing account and webhook APIs, lets a merchant manage API keys, generate buyer links, inspect readiness, and trace support and order flow without dropping to CLI.
